Of the 69,305 people who have registered so far, 41,022 have been recognized victims — this was determined in an initial test or comprehensive assessment. They received €30,000 and will see if there is more damage. So far, €795 million has been paid out after the first test, and €1.54 billion after a comprehensive assessment. UHT is working to recover parents and children who had problems due to errors with the childcare allowance. We will keep an overview of how this recovery process is going. Every week, we publish the previous week's figures in this dashboard. Every other week, we post a news item explaining the figures for the 2 weeks before.
Registrations and first test
In the past, mistakes have been made with the childcare allowance. Anyone who thought they had experienced this could sign up to UHT. For registered parents, in a first test checked whether they were indeed duped. Someone who was duped received an amount of €30,000. 69,305 people signed up because they thought they were duped, who had a first test. After that — even if the first test did not (yet) make it clear whether there was dupe, people can choose to proceed to an integral assessment.
Integral assessment
After the first test, the comprehensive assessment looked more extensively at someone's situation. This may mean that a affected parent will (not) be reimbursed more than €30,000. In addition, the comprehensive assessment can sometimes still determine that someone is a victim, if this had not happened earlier in the first test. In the 2 weeks until the reference date, 813 parents received the result of the comprehensive assessment. They will receive a pre-announcement or final decision. It states whether they were affected, in which years and how the compensation amount they receive was calculated. A total of 60,222 parents were assessed (including unsubscribes from this review, and people who were not affected). The assessment is ongoing for 6,584 people. For 2,174 parents, the comprehensive assessment has not started yet.
Disagree with UHT
Parents who disagree with a decision we made about their personal recovery request may in some cases object. In the two weeks until the reference date, we dealt with 290 objections. UHT has now made a decision on 5,742 objections. A total of 14,215 were filed, and 8,473 objections are still pending or are pending.
Faster and better
We want to let parents know where they stand more quickly. By accelerating and improving processes, the number of objections we deal with per month has increased. We hired more colleagues and opened locations in Leeuwarden and Zwolle. This makes it easier for parents who live in this region to talk to their objection counselor. In addition, not all objections need to be addressed to the Objections Advice Committee (BAC) anymore. This speeds up the process.
Acknowledged duped
Not everyone who has registered as a victim will also be diagnosed with this. Of the registered parents, 41,022 parents are now recognized as affected. This means that they are entitled to compensation and help with their debts. Their children are eligible for the Child Scheme. In the two weeks until the reference date, €9.9 million was paid out after the full assessment. A total of €795 million was paid out after the first test and €1.54 billion after the comprehensive assessment.
Tip! Duped or not?
In a first test and comprehensive assessment, we look at whether someone has been affected by the errors with the childcare allowance. Some parents who sign up do not appear to be duped. For example, because they had to pay back the childcare allowance because they were going to earn more. Or because they took fewer hours of childcare than they had requested. It also happens that the applicant was not the one who applied for the allowance.
The former allowance partner scheme
Sometimes the money and help do not reach all victims. For example, when partners are no longer together. That is why there is the ex-allowance partner scheme. Former allowance partners will automatically receive a letter from UHT to apply. From December 4, 2024, registration is also possible without anyone having received an application letter. This can be done via the website.Recognized victims receive a sum of €10,000 and can also receive help with debts and damage and broad support from the municipality in which they live. Of the 5,369 people who received a registration letter so far, 2,856 people are recognized victims. They are entitled to help and have now received money.
