The mental damage suffered by the children displaced from home is enormous. As far as they are still minors, they can be represented (in law) by their parents. I do not think the appointment of a special curator is necessary in the absence of a conflict of interest within the meaning of art. 1:250 of the Dutch Civil Code. I base the State's liability on art. 6:162 in relation to art. 6:106 introductory words and under b lock of the Dutch Civil Code (the passage “has otherwise been affected in person”).
