Friday, June 3, 2022The government and the VNG have revised the Childcare Allowance recovery process. In addition, we looked at how this process can be improved. It was also investigated whether there are alternatives to make the recovery process better and faster for parents. Unfortunately, the results are not what we were hoping for.For the VNG, an important goal was to help the (most) affected residents faster and better. In particular, by broadening the municipal role to include that of a direct point of contact. Unfortunately, the latter goal is not being achieved, because UHT cannot share all the necessary data with the municipalities and linking UHT (Personal Case Handlers) employees to municipalities is not possible. The review has therefore not resulted in the big, fundamental solution, but reviewing the recovery process again and carefully has led to some measures that should improve the recovery process for parents. For municipalities, supporting affected residents remains a top priority.Disappointing for parents and parties involved VNG board member Peter Heijkoop: “Affected residents need all the help they can get. In order to be a full point of contact for parents who have registered or are already in the assessment process, municipalities need data at the case level. This is essential for the role of point of contact, because parents not only need a listening ear and recognition, but also someone to personally support them in going through the recovery process. Unfortunately, UHT cannot provide that information. This is disappointing for everyone involved, but especially for the parents. “Earlier, on December 9, 2021, the VNG board spoke positively about a greater role for municipalities in the recovery operation surcharges. In order to take on this larger role, the VNG board set a number of preconditions, such as receiving data.Help for affected parents remains crucial Of course, municipalities will continue to do everything they can to assist their residents in the recovery process as much as possible. And to further improve the process for them at the municipal level. They provide the best possible support to parents in the 5 habitats: finance, housing, work/day care, health and family situation. Municipalities will also have the opportunity to give parents priority to UHT in very distressing situations. For example, if the Catshuis scheme, additional compensation or the debt approach can make the difference for these parents in solving or preventing acute problems.
