Cabinet takes measures to improve recovery surgery

In order to better help parents with additional damage, the way in which the additional damage is compensated will be better organized. Instead of five separate routes, there will be two damage routes. Both routes will work with one uniform claims framework with fixed compensation. The cabinet also wants to make the appeal process fairer by prioritizing more. In addition, the cabinet is also proposing a number of targeted measures to improve the availability of files and broad support and to ensure that parents who have lost control are better supported.

Accelerate and accelerate

The government has the ambition to complete the financial recovery for all more than 41,000 affected parents by 2027. Recently, various measures have been taken to address a number of bottlenecks in recovery surgery. For many parents, the first part of the recovery operation has now been completed. In a number of parts, the recovery operation is still not going well enough. Too often, parents have to wait longer for their objection to be dealt with and to request additional damages. The delivery of files is also still not going well. That is why the cabinet has asked the Van Dam Commission to come up with a number of recommendations that accelerate and accelerate the recovery operation in parts. With these recommendations in hand, the cabinet has proposed a number of measures to ensure that victims can get on with their lives.

Additional damage

For a group of parents, the compensation they have received is not sufficient to compensate for all the damage they have suffered as a result of the childcare allowance affair. For example, they lost their job or home because of all the problems. Currently, there are five routes for parents with additional damage. In order to better help this group of parents, the cabinet wants to redesign the system for compensating this additional damage. Parents will soon be able to be reimbursed for their additional damage in two ways. The existing SGH route and an “independent” route, in which parents and their lawyers independently make their damage plausible. Both routes will work with one uniform claims framework with fixed compensation. Both claims are concluded with a settlement agreement (VSO). A “Complex Claims Committee” will be set up for parents with complex claims. The development of the uniform claims framework, the development of the two routes and the route for complex damage around the May recess is expected to be completed.

Objections and files

One of the most important bottlenecks where a breakthrough is needed is the obstruction in compiling files and dealing with objections. Parents have to wait too long for their file and queues are too long for objection processing. The cabinet wants to take a number of targeted measures to solve these congestion. By painting files less where possible, the provision of files is accelerated. Because the first part of the recovery operation is almost complete, employees can be retrained where possible. This ensures that additional employees can be deployed in the coming months to further accelerate the provision of the files and the handling of objections. A responsive approach to objections should ensure that the parent's needs are better listened to and it is possible to better prioritize concerns.

Broad support

In addition to financial problems, parents have often also had problems in other areas, for example in the areas of work and care. To help them with this, they can contact their municipality for broad support. The cabinet wants to make the frameworks for broad support fairer and clarify. This should ensure that the support for parents and their children is better suited to the progress of the financial recovery. The cabinet is also developing the approach for families who have lost control.

State of recovery surgery

At the moment, 92% of the affected parents have completed the comprehensive assessment. It is expected that all integral assessments will be completed in the course of 2025. For almost all victims, public debts have been canceled and arrears on private debts have been almost repaid. In addition, almost all affected children have now received compensation. This has taken important steps to help affected families overcome the injustice.
