Question 1
Are you familiar with the article “A repeat of the benefits scandal is imminent, the judge fears” (Trouw, August 31, 2024)?
Question 2
Do you still support the principles of the Recovery Surcharges Act, which explicitly states that “generosity” is preferred over precision and efficiency, and it is more important to help those affected by the benefits scandal “timely” and “adequately” than to prevent overcompensation? Can you explain what you mean by “generous”, “timely” and “adequate”?
Question 3
To what extent do you think it is generous not to take over a debt that has been taken out to (unfairly) repay childcare allowance because it is not immediately due and payable? To what extent do you think there is adequate help when such a debt is no longer taken over even later, despite the fact that it is now due, because the period for asking for help has expired by then?
Question 4
Can you explain why debts must be due in order to be taken over? Do you find this requirement strictly necessary, even if it leads to situations where there is clearly no longer generous and adequate help to victims?
Question 5
Do you agree that a perverse incentive occurs when a debt is taken over if victims do not meet their payment obligation, so that a debt becomes due and payable? What do you think of this punishing victims who have done everything in their power to fulfill all their obligations?

What do you think of the statement that “minimalist application and strict interpretation of the law” are currently being chosen for the recovery operation?

Do you agree that we should aim for appropriate compensation for all individual cases instead of legal proceedings? How are you going to ensure that this forms the core of the recovery operation from now on?
