THE FRAUD HUNT DID NOT START WITH BENEFITS
'Instead of working from rules and boundaries, work on the task at hand.' On May 7, 2026, the Interest Association for Affected Entrepreneurs (Benefits/FSV/SME) held a meeting with the Ministry of Finance. Both State Secretaries acknowledged that entrepreneurs have been widely affected by the actions of the Tax and Customs Administration. The House of Representatives was informed about this on Friday, July 3, 2026, in the 'Parliamentary letter regarding the entrepreneurs' petition: "Entrepreneurs were also wrongly labeled as fraudsters."
Initially, the group of entrepreneurs affected by benefit repayments came into focus. I wrote an article about this and conducted a survey

By studying the files of the four entrepreneurs, I discovered that they were all CAF cases. After this article, more entrepreneurs contacted me. Our core team conducted extensive research and spoke with many entrepreneurs. We discovered patterns. Entrepreneurs were put 'out of business.' I requested a document from the CAF weekly newsletters: 'The short slap in the face of the system fraudster.' Childcare institutions could be bankrupted in collaboration with the municipality. Their registration was simply taken away from them. Their clients lost all their benefits. These clients were selected based on their origin.

PATTERN DISCOVERED
We found this pattern in many other types of businesses.
PUBLICATION IN ALGEMEEN DAGBLAD Entrepreneurs lost everything due to the benefits scandal but receive nothing back: 'Deliberately destroyed' accelerates everything
After a publication in the Algemeen Dagblad by Anne Boer on May 5, 2026 (a symbolic date), the momentum really picked up.
Many new entrepreneurs have signed up. This includes a group of ten entrepreneurs with origins in another country. They all saw their healthcare businesses bankrupted without cause, with their municipality playing the leading role.

Hundreds of childcare institutions and childminder agencies were deliberately put out of business. They can report to the @Ministry of Finance.

TAX AUTHORITY SCANDAL
The childcare benefits scandal is a tax authority scandal. It did not originate solely within the Benefits department; the SME and Individuals department played an even greater role.
We are pleased with the start of our collaboration with Hayde Zarkeshan. She has played a key role in securing tax exemptions, allowing the files to be released. The Ministry of Finance has made an offer to the Interest Group for Affected Entrepreneurs (Toeslagen/FSV/MKB) to cover legal fees.
FIFTEEN ENTREPRENEURS MAY BE SUBMITTED
The Ministry of Finance has designated the Interest Group for Affected Entrepreneurs (Toeslagen/FSV/MKB) as the partner for submitting the 15 cases that require transparency.
No files, no clarity.
SERIOUS DISTRESS REMAINS UNRESOLVED
Entrepreneurs in serious distress are still not receiving help. We have requested a solution for this. An advance on compensation is essential. Entrepreneurs have been waiting for resolution for six years. Their losses were not included in the recovery programs, nor was the loss of their assets. The causal link was clearly established during the meeting with both State Secretaries.
THE CAF WEEKLY NEWSLETTERS IN UNREDACTED VERSION
The CAF weekly newsletters now clearly show that entrepreneurs were deliberately targeted, often based on their background, type of business, gender, or location. I obtained a deleted document titled 'The Short Slap in the Face of the System Fraudster' via a Freedom of Information (Woo) request. This telling document shows how the fraud hunt shifted from systematic fraud suspicions (phenomena) to patterns. Stopping the search for a causal link and starting to acknowledge and settle claims was one of our agenda items during the meeting with State Secretaries Sandra Palmen and Eelco Eerenberg on May 7, 2026.

Parliamentary letter not sent to journalists
On Friday, July 3, 2026, the Interest Group for Affected Entrepreneurs (Toeslagen/FSV/MKB) received recognition that a large group of entrepreneurs had been affected based on false suspicions.
Woo request regarding the 'recipe book' remains unanswered
The document 'The Short Slap in the Face of the System Fraudster' mentions a recipe book. I later discovered that there is also a Wiki—a manual on how to deal with specific tax authority citizens. After receiving no answers, I took the matter to court in May. The preliminary response from the Ministry of Finance is that there is no recipe book, but rather a collaboration space in the data vault.
NOTABLE: the discovery of the data vault appeared in the press exactly when the G.O.T. Interest Group had an appointment scheduled.

Present are Alex de Wilde (who experienced bankruptcy in his employment agency), Gulsah Akpinar (who experienced bankruptcy with her childcare institution) and Joost Allein Richir (who worked as a lawyer at the tax authorities for more than 40 years and is now working for the foundation as a volunteer). According to the EU, entrepreneurs have “the right to the freedom to do business”. They have been deprived of this right.

BANKRUPTCY CHILDCARE INSTITUTION & REINTEGRATION AGENCY MOTHER M. AND DAUGHTER L. Mother and daughter have a childcare institution and a reintegration studio in the Municipality of D. After more than 50 years of doing business, the company is going under. An unpaid bill from the Municipality of D. plays a major role. Daughter L. is suspected of fraud with benefits. Meanwhile, an alderman is stalking with text messages. Supervision by GGD and Police will follow. Her reputation as an entrepreneur has now been seriously damaged. Even the Rotary shows her the door. She can't find a job at her level anymore, after her bankruptcy. Her mother can't do it all anymore, there is a great fear that her grandson will be removed from home. Her daughter is also in constant danger.

Entrepreneurs have also been wrongly treated as fraudsters
Stichting Herstel Onbekend Inrecht presents a petition to MPs of the Permanent Parliamentary Committee on Finance on 17 March 2026. The Interest Group for Duped Entrepreneurs Allows/FSV/SMES states that entrepreneurs were treated as fraudsters, not only through the Department of Allowances, but via the SME and Private Sector. The deleted document 'The short slap in the face to the systemic fraudster' from the 2014 CAF weekly letters contained information about how the CAF team operated to deliberately kill businesses - not just childcare institutions. “Pulling the trigger as quickly as possible”, making it “out of business”. Decrease registrations via municipalities. Cooperation with GGDs and other government organizations such as the police, Safe Home and supervisory control bodies.
