The cabinet will accelerate the handling of the childcare allowance affair. It wants all more than 41,000 affected parents to be helped by 2027 at the latest, and will mainly use the method devised by Princess Laurentien.

If no action is taken, the previously set deadline will not be met, says Secretary of State Palmen for Recovery and Allowances.

Princess Laurentien's method means that parents who, in their opinion, have not yet been adequately compensated for the damage they have suffered can tell their story to so-called “listening writers” from the Equal Recovery Foundation (SGH). That's the foundation that Laurentien left last year.

The writers draw up a factual report and, based on that, it can quickly be calculated what the victims are still entitled to.

The Laurentien method is pleasant for parents because they feel heard and get clarity quickly, says the Secretary of State. That method is being tightened, making it less easy to pay out money. In the past, it has happened that people received compensation for events that occurred before the benefits affair. There are also people who have received compensation twice for the same suffering, so transpires from the evaluation of the method.

In addition to the Laurentien method, there will be a second claims route, where people can independently demonstrate, with a lawyer, that they have suffered additional damage because, for example, they lost their job or home.

Van Dam Commission

In January an emergency committee concluded, who was led by former CDA MP Van Dam, that firm action must be taken in dealing with the benefits affair. Otherwise, it will be years before the victims are fully compensated. The committee has so far described the recovery operation as unclear and impractical. So far, there are five damage routes that can be walked. This is now being severely slammed.

The committee recommended that you fully focus on the Laurentien method, because it has been proven to work well. And that's what Palmen does now. The Secretary of State received the green light in the Council of Ministers this morning to fully adopt the emergency advice.

This means that instead of five, there will now be two separate damage routes. In addition, a single “uniform compensation framework” with fixed compensation for similar suffering will be drawn up. In addition, a separate Committee on Complex Claims will be set up for parents with very complex claims. Palmen will send a detailed plan to the House of Representatives around the May recess.
